| Three gambling licenses in lower New York State are being contested. Here\'s what we know about the proposed casino locations so far and who will decide.
For years, casino companies have been excited about building casinos in New York City. New York City is one of the last untapped major gambling markets in the United States and a world-class tourist destination that supports a metropolitan area of approximately 23 million people.
When does the application process begin?
The process will begin in early January. Casino operators and real estate developers are currently preparing to submit formal proposals.
How important is local support?
The process is set up so that strong community opposition will prevent a casino attraction from standing before state regulators review the applications.
For each application, a local community advisory committee is formed, a public hearing is held, and formal findings are made on how much community support there is for the proposed casino site.
In the case of New York City, six members are selected, one each from the governor, mayor, local state senator, local state assemblyman, borough president, and local city councilman.

What is Mayor Eric Adams\' position on casinos?
After winning last year\'s Democratic primary, Adams vacationed in the gambling mecca of Monaco and has so far spoken positively about the casino\'s prospects. In March, the mayor told reporters that he would like to see two of the casinos located in New York City, which would help stimulate the economy.
The mayor has deep ties to the industry. When he was a state senator, he chaired the Racing and Gaming Commission and was embroiled in a scandal over the state\'s selection of a video lottery machine at the Aqueduct racetrack in Queens. A subsequent 2010 report by the state inspector general said that he and his colleagues exercised "extremely poor judgment," including fraternizing with lobbyists and accepting campaign contributions from people associated with the bidding firm.
This year, the New York Times reported that Mr. Adams gave his close friend Timothy Pearson an unusually high salary, while Mr. Pearson simultaneously worked at the so-called racino (a racetrack with digital games but no human dealers) adjacent to Aqueduct Race Course. Shortly thereafter, Mr. Pearson and the racetrack parted ways.
The Queens racetrack is the largest employer for members of the Hotel Employees Union, which recently changed its name to include the word "gaming" and became the Hotel Gaming Trades Council. When Adams ran for mayor, a lobbyist for that union ran a super PAC that supported his campaign.
What is the Governor\'s role?
Governor Kathy Hochul has said she will not be involved in the bidding process, but there are opportunities for her to exert substantial influence.
She has substantial control over the New York State Gaming Commission, which established a commission to oversee the casino application process.
Can all three casinos be built in New York City?
Not necessarily. Many lobbyists and elected officials believe that two existing racing casinos in the area, including one in Yonkers, NY, are prime candidates for two of the three licenses.
In a private pitch deck, Wynn and Relayed touted the proposed site\'s proximity to the Javits Center as a way for the casino to attract convention attendees. They described their envisioned clientele as "upscale."
