This is based off of an MMORPG video game, Ragnarok Online. There was an anime based off of it, but this particular picture is from the game, not the anime. Or do you mean anime in general is bad?

It's not cosplay, that is from the Sailor Moon Live Action series, it is 49 episodes long and has some extra acts too. I finally got around to watching them all! The acting is Power Rangers quality, and it made me laugh so hard at times, but the story gets quite different from both the anime and manga so it is fun to watch. It is not the same exact thing just acted out by real people.
