Bill...probably means like an advertisement, a sign, a small poster used to sell certain products. They used to put up signs that read "POST NO BILLS". WHICH I THOUGHT WAS CONTADICTARY BECAUSE THEY PUT ONE UP TO TELL YOU NOT TO.
