I know this is a shot in the dark but is this picture based on an anime? I ask because I remember a LONG time ago when I was a kid i saw this amv of a bunch of different animes in it and one of the animes had a blond and blue-eyed girl with a very similar outfit and an umbrella. I've been looking for this anime ever since but have never been able to find the name of it and that video was back before youtube started copyrighting if you don't name where certain things come from.
